Holders of foreign qualifications can be accepted to the state-funded study places in Lithuanian higher education institutions or claim for scholarships in accordance with the procedures established by the applicable legislation in cases if they are citizens of or other member countries of the European Union (EU) or European Economic Area (EEA) and their family members. Holders of foreign qualifications willing to study at Lithuanian higher education institutions must:
1. Contact the Centre for Quality Assessment in Higher Education (SKVC) regarding academic recognition of foreign qualifications (Academic recognition is not required: European Baccalaureate Diploma Holders; since 2019 graduated qualifications in Latvia Atestāts par vispārējo vidējo izglītību or Diploms par profesionālo vidējo izglītību; since 2019 graduated qualifications in Estonia Gümnaasiumi lõputunnistus or Kutsekeskhariduse lõputunnistus) and regarding grades conversion and evaluation of study subjects (SKVC contacts: A. Goštauto g. 12, Vilnius, phone +370 5 210 4772, e-mail skvc@skvc.lt);
2. Pass the Lithuanian language test (if selected studies are conducted in Lithuanian and if the person has no proven record of language knowledge issued by competent authority);
3. Complete the online application;
4. Pass the entrance examinations (if required for selected study programmes);
5. Enclose to your application the copies of document before deadline.

non-EU and non-EEA nationals granted a right of permanent residence in the Republic of Lithuania or they are stateless persons are accepted to study at higher education institutions with their own funds by taking part in the competition.

European Baccalaureate Diploma Holders
The applicant has to contact the SKVC regarding grades conversion and evaluation of study subjects. Academic recognition of the European Baccalaureate is not required. According to the Convention defining the Statute of the European Schools, ratified by the Republic of Lithuania in 2004, the holders of the European Baccalaureate are entitled to seek admission to any university in the territory of any Member State on the same terms as nationals of that Member State with equivalent qualifications. International Baccalaureate (IB) Diploma holders
The applicant has to contact the SKVC regarding the academic recognition of International Baccalaureate. Grades conversion and evaluation of study subjects are not required.
The equivalents of study subjects and grades of International Baccalaureate are determined by the Order of the Minister of Education and Science of the Republic of Lithuania No. V-932 “On the approval of the description of the procedures for the competition of foreign qualification holders to the state-funded study places” of 19 June 2020 (https://www.e-tar.lt/portal/lt/legalAct/3a74d240d31411e68d79c2033f19465). The equivalents of study subjects and grades are determined by the Association of Lithuanian Higher Education Institutions (LAMA BPO). In order to study in Lithuania you need:
National visa (D) is a visa allowing an foreigner to enter the Republic of Lithuania and stay in it for a period longer than 90 days. A single entry national visa shall be issued to an foreigner who has been granted a temporary or permanent residence permit in the Republic of Lithuania. A multiple entry national visa shall be issued to an foreigner whose purpose of entry into the Republic of Lithuania is long term stay in the Republic of Lithuania. Temporary Residence Permit is a document granting an foreigner the right to temporary reside in the Republic of Lithuania for a period specified in the permit. You must apply for National visa (D) before you come to Lithuania and for Temporary Residence Permit after you arrive.
You can apply for the visa at a visa centre or embassy of the Republic of Lithuania. If there is no legal representation of the Republic of Lithuania in your country, you will have to travel elsewhere, where the Republic of Lithuania is legally represented: (žr. http://studyin.lt/faq/)

State funded studies
EU/ EEA students, diaspora with secondary education in foreign institutions or according to the educational programs of international organizations or persons who have acquired an education (qualification) equivalent to it shall be admitted to the state-funded study places or study scholarships.
Non EU students shall be admitted to the non-state funded study places.

Institutions of higher education charge a registration fee set by them for the processing of admission documents concluding study agreements.

Yes, a contract with a higher education institution can only be signed by a person holding a notarized Letter of Authorisation. Please note that some higher education institutions offer the possibility of concluding the study contract electronically.

In each admissions round you can receive only one offer to study.
To apply to Lithuanian universities/colleges you have to:
1. contact the Centre for Quality Assessment in Higher Education (hereinafter referred to as the SKVC) for recognition of international education qualifications and assessment of subject equivalence (contact details: A. Goštauto g. 12, Vilnius, tel. (+370 5) 210 4772, email skvc@skvc.lt);
2. take a Lithuanian language test if the language of instruction of your preferred course is Lithuanian (unless you have a proof of Lithuanian language proficiency issued by a competent institution);
3. submit your application in our online system;
4. take the entrance examination (if required for your preferred study programmes);
5. attach copies of required documents to your application by the indicated deadline.
International students from outside Lithuania can be admitted to state funded places in Lithuanian universities/colleges or apply for scholarships via a competitive admission process in the manner laid down in the law and provided that they are:
1. citizens / family members of the citizens of the Republic of Lithuania or other countries in the European Union and the European Economic Area;
2. non-EU/EEA nationals or stateless persons holding a permanent Lithuanian residence permit;
3. Lithuanians living abroad.
If the above criteria are not satisfied, foreign nationals and stateless persons are accepted to universities/colleges via a competitive admission process to study at their own expense.
One supplementary point is awarded to Lithuanians living abroad if they have lived or studied abroad for at least three years. To get one supplementary point you have to submit a letter/certificate issued by a competent institution (embassy, community of Lithuanians, etc.) or any other document certifying your Lithuanian origin and a document issued by a competent institution (school, municipality, embassy, etc.) certifying that you have lived abroad for at least three years. The above documents must be written in Lithuanian, English or Russian. However, if these documents are in another language, please upload certified full translations of the documents into Lithuanian, English or Russian.
First, on LAMA BPO website click International Baccalaureate Diploma holder. Use the Certificate of Graduation and Supporting Documents section to upload your diploma recognition decision issued by the Centre for Quality Assessment in Higher Education (SKVC) and a copy of your IB diploma and transcript.
In Centralised Admissions Information System click International Language Test and upload a copy of the certificate.
